Edge file naming convention?

So I know that in the file names of edges, the third set of numbers is the "from sheep" and the fourth set of numbers is the "to sheep." But how is the second set of numbers determined? Does it matter what those numbers are as long as they doesn't match those of any other sheep?

See http://electricsheep.wikispaces.com/Filename+format The 2nd set is the ID# of the sheep. It should be unique in the flock, and it's how you look them up in the archives.
